The Foreign Office enquiry of Nanking seems a little inconsistent with their acceptance in principle of the Governor's recommendation that an officer of the Foreign Service should be seconded to the Hong Kong Government. To avoid any misunderstanding, we might suggest to the Foreign Office that our Ambassador's attention should be drawn to the reply which our Secretary of State gave to the recent question on this subject, to the effect that action to give effect to the Governor's request was in hand.

The Foreign Office have previously suggested that it would be difficult for them to find a suitable man for this post in their present shortage of staff. (It was for this reason that I suggested we should approach them at the Under-Secretary level - see draft above 16). Mr. Scott reverted to this difficulty in my conversation with him recorded on 23rd January but I certainly understood him to say that the Governor's request was being considered in the Foreign Officer Personnel Department. As Mr. Mayle has pointed out the telegram which the Foreign Office have since sent to Nanking at 19 seems inconsistent with their agreement to the reply to
